1. Preheat your oven to 375°F (190°C) and grease a 9×13 inch baking dish.
2. In a large skillet, heat the olive oil over medium heat. Add the diced onion and bell pepper, sautéing until softened, about 5 minutes.
3. Add the ground beef to the skillet, breaking it apart with a wooden spoon as it browns. Season with salt and pepper as it cooks.
4. Once the beef is cooked through, add the taco seasoning, black beans, corn, diced tomatoes, and green chilies. Stir well to combine all the ingredients and let the mixture simmer for about 5 minutes.
5. In the prepared baking dish, layer 6 corn tortillas on the bottom, overlapping slightly to cover the surface.
6. Pour half of the enchilada sauce over the tortillas, spreading it evenly.
7. Spoon half of the beef and vegetable mixture over the sauce, spreading it out evenly.
8. Sprinkle half of the shredded cheddar and Monterey Jack cheeses over the beef mixture.
9. Repeat the layering process with the remaining 6 tortillas, enchilada sauce, beef mixture, and cheeses.
10. Cover the baking dish with foil and bake in the preheated oven for 25 minutes.
11. Remove the foil and bake for an additional 10-15 minutes, or until the cheese is melted and bubbly.
12. Once baked, let the Fiesta Bake rest for a few minutes before slicing.
